Chief Executive Officer, CCM
Throughout his 20+ year career, Troy F. Vaughn has held a wide range of executive roles for several large non-profits in the Los Angeles area, including the current Founder, President of the Board of Directors and Chief Executive Officer of Christ-Centered Ministries, Executive Director and Chair of the Los Angeles Regional Reentry Partnership (LARRP), CEO and COO of two Federally Qualified Healthcare Centers (FQHCs), COO of Shields for Families, CPO for Lamp Community and Executive Director and Vice President of the Weingart Center for the Homeless.
Troy has developed permanent housing, social enterprises, and social services programs for families, TAY, veterans, formerly justice-involved individuals, substance abusers, mentally ill and the chronically homeless. Troy is active professionally in local, state and federal initiatives for profit and non-profit organizations providing services to disenfranchised populations, including programs on institutional community systems analysis, and community and public relations. He was recently invited to the White House to discuss the implementation of Law Enforcement Assisted Diversion (LEAD) in the greater Los Angeles area, and now serves on the Key Stakeholders Policy Committee that is required as part of LA County’s LEAD grant submission to the Board of State Community Corrections (BSCC).
Troy has an Executive J.D. from Concord Law School, M.B.A., and BS in Advanced Legal Studies from Kaplan University and BS in Business Administration from Cal State University of Los Angeles (CSULA). He also holds a Graduate Certification in Executive Non-profit Management from CSULA, and Fundraising and Marketing from Cal State University of Long Beach (CSULB). Troy also has a Masters in Divinity/Theology with a minor in Urban Planning from Kings Seminary in Van Nuys, California, and a Doctorate in Theology from the Masters School of Divinity. He is happily married with one son and granddaughter. He and his wife live in the South Bay area of Los Angeles, California.
Darlene Vaughn
Treasurer of the Board
Darlene Vaugh is an ordained minister of the Gospel of Jesus Christ, currently serving as Assistant Pastor of Inglewood Community Church and is Executive Vice President and Co-founder of Christ-Centered Ministries. Darlene is a devoted wife and exceptional mother and grandmother who truly loves the Lord. She has been in Christian ministry since 2003, serving in several capacities including Director of Christian Education, Women’s Ministries Coordinator, Assistant to the Pastoral Staff and Administrative Assistant for various ministries.
Prior to entering full-time ministry, Darlene served faithfully at SBC (a large global telecommunications company) in the Los Angeles Area. She retired in December 2003 after 30 years’ service. While at SBC, Darlene learned invaluable skills such as an administrator, contract negotiator, and group facilitator. During this time, Darlene also served local church as elder, adult Sunday school teacher, counselor, mentor, and advocate. In addition, she helped to form recovery ministries, outreach ministries and prison ministries.
Darlene earned a degree in Business Administration at Los Angeles Trade Technical College and is licensed through the Lighthouse School of Ministry. She also was awarded with an Organizational Management Certificate from Zoe Christian Leadership Training Academy and became a Certified Chemical Dependency Counselor at the Institute of Advanced Counseling & Seminars.
Emelda Latham
Member of the Board
Emelda Latham has been on the Board of Christ-Centered Ministries since its inception. She participated in the initial development of the mission, vision and strategic plan while actively involved in CCM’s outreach at the Union Rescue Mission throughout the years. Emelda has served on multiple church boards and is currently a member of the pastoral staff at New Journey Ministries, COGIC, Hawthorne, California. She is responsible for the leadership of the Family Enrichment Bible Study program, and oversight and development of leaders for the Agape Women’s Ministries, and Member Outreach. As a seminar and conference speaker, Emelda teaches and encourages others to strengthen their walk with Christ and assists bringing them into full confidence of God’s Word for every area of their lives.
Before starting a human resource consulting business, she worked as an Administrator of Human Resources at a multi-facility healthcare organization in Inglewood, California. As an independent contractor she provided consulting services for hospitals and healthcare systems in the areas of human resources strategic planning, regulatory and human resources legal compliance.
Emelda has more than 45 years of combined experience in human resource management, administrative and clinical nursing, training and developing in medium to large nonprofit and proprietary healthcare systems. She was an Assistant Professor of Nursing at California State University, Long Beach, where she developed nursing curriculum and taught continuing education courses for critical care nurses.
Emelda earned her Bachelor of Science degree in Nursing and a Master of Science degree in Healthcare Administration from California State University, Los Angeles. She is the Past President of the Healthcare Human Resources Management Association of Southern California.
Michael Taylor
Vice-Chair of the Board
Michael Taylor joined the CCM’s Board of Directors in 2005, a few years after becoming a member of Inglewood Community Church.
He currently serves as a minister and deacon at Inglewood Community Church while also working as a Senior Network Engineer at Logix Federal Credit Union in Burbank, CA. Michael has been in the IT field for over 25 years.
Michael earned an Associate’s Degree in Computer Programming and various certifications in Microsoft Operating Systems and VMware VCP-DCV for virtualization.
He continues his support of CCM through donations, prayer and those helped to build a soul-saving relationship with Jesus Christ.
In his free time, Michael likes to watch movies, hike, cycle, skateboard and, most of all, enjoys hanging out with his family, nature and church.
Jeff Gamble
Member of the Board
Jeffrey Gamble became a member of Inglewood Community Church in 2004, later joining CCM’s Board of Directors in 2019.
He currently teaches Sunday School and serves as an on-call minister and sits on the Patient Advisory Council for Rancho Los Amigos National Rehabilitation Hospital, as well as, serves as a Board Member for Pools of Hope.
Jeff has volunteered at Rancho Los Amigos National Rehabilitation Hospital for KnowBarriers through the outreach program while facilitating workshops on issues of violence and finding peaceful conflict resolutions. He is a graduate of the KnowBarriers Life Coaching program and continues working with them as a motivational speaker. Jeff has earned a certificate for Alcohol and Drug Counseling at UCLA and for Peer Mentoring from the Christopher and Dana Reeves Foundation.
Joanne Poplar
Member of the Board
Joanne Griffith-Poplar is an award winning broadcast journalist with more than twenty years of experience telling stories from around the world. She currently leads a collaborative of almost 20 public media stations across California. In addition to journalism, Joanne is the author of “Redefining Black Power: Reflections on the State of Black America” – a book that explores the first four years of the Obama presidency and features Van Jones, Michelle Alexander and one of Dr. Martin Luther King, Jr.’s speech writers, Vincent Harding.
Joanne became a loyal member of Inglewood Community Church in 2007 when she moved to Los Angeles from the U.K. to marry her husband, Maurice. She has served in a number of ICC’s ministries; food pantry, media and communications and her favorite, the children’s ministry. Joanne is honored to serve on the board of Christ Centered Ministries.
Susan Neufeld
Member of the Board
Senior Vice President of Evaluation, Resident Program Design, Community Development, and Resource Development, BRIDGE Housing
Ms. Neufeld is responsible for leading a suite of Community Services for BRIDGE Housing, including measuring the impact of BRIDGE’s programs and community development investments across the portfolio; overseeing more than 350 programs currently offered at BRIDGE properties; advancing BRIDGE’s relationships with philanthropy foundations and donors; and designing and deploying community investments at Jordan Downs and Potrero (two large public housing redevelopment projects).
Prior to joining BRIDGE in 2012, she served as Assistant Executive Director for the Hope Through Housing Foundation, the resident services company created by affordable developer National CORE. At Hope Through Housing, Ms. Neufeld oversaw 44 programs and more than 75 part- and full-time program staff in California, Texas, and Arkansas. She expanded the department’s budget from $450,000 to $1.7 million in three years, and led the design and development of a robust after-school portfolio, quadrupling the programs offered and serving 4,000+ youth per year.
Previously, Ms. Neufeld served as the founding Executive Director for a startup nonprofit seeded by the Flintridge Foundation, where she managed a large collaboration of more than 25 public and private entities to strengthen programs for Pasadena youth. Ms. Neufeld has over a dozen years of research and evaluation experience, including positions with CORAL Pasadena, SRI International, First 5 Los Angeles, Black Women for Wellness, and the UCLA Early Childhood Interventions Project; she has taught courses such as research methodology, statistics and child development at CSU Fullerton, San Bernardino and Los Angeles. She holds a B.A. in Psychology from Bethel College and an M.A. in Applied Developmental Psychology from The Claremont Graduate University, where she was also a Community Fellow.
Wm. David Jones

Facilities and Transportation Manager, CCM
William David Jones, or David as most know him by, is a native of Los Angeles, CA and has been married for over thirty-eight years with four children who are now, all adults. He has been deeply involved in public service all of his adult life.
He has been working with Christ-Centered Ministries for over the last ten years as a member of the Board of Directors and is now employed by CCM since November of 2018, previously as Chief Safety Officer and currently as Manager of Facilities and Transportation.
David is retired from twenty-eight years as a federal law enforcement officer who has worked in numerous different capacities over the years. He continues to work closely with mid and high-level foreign government officials from all over the world. David is experienced in emergency medical and trauma care and rescue practices as well as law enforcement, intelligence gathering, public speaking, training and counseling. David is one of the founding members as well as Assistant Pastor of Inglewood Community Church with over thirty years of various facets of ministry experience.
He enjoys volunteering his time on the historic SS Lane Victory ship in San Pedro, CA as Vessel Security Officer, Ship Chaplain and President of the Board of Directors. David enjoys utilizing his developed skills in the culinary arts, traveling, photography, ocean cruising, flying and enjoying great music: Gospel, Smooth Jazz, R&B, Classic Rock, even K-Pop.
Jameese Smith
Chief Operations Officer
Director of Programs
For more than 20 years, Jameese worked at Herbalife International starting in the call center and working her way up to Technology Architecture Director. She later moved on to work for LAMP Community, Inc as a Program Coordinator and then to Southern California Medical Center where she worked as the Director of Operations, Administration & HR.
Jameese is now pursing one of her lifelong dreams of helping people in need, especially troubled youth. She has been a major contributor towards the swift expansion CCM facilities and services.
During her leisure time, she enjoys producing music, enhancing her skills in IT and volunteering with homeless & human trafficking victims.
James Phillips
Chief Financial Officer
His role as Chief Financial Officer involves being responsible for the accuracy and completeness of the organization’s financial record and transactions. James reports to the President/CEO, the Board of Directors and regulatory bodies.
James was born and raised in Lagos, Nigeria. He received his Bachelor of Arts degree in Management and Accounting from the University of Illinois, Springfield. He has also received certifications from several seminars and professional development conferences attended during his tenure.
In his personal time, James enjoys playing chess, card games, reading and attending church functions.
Chandra Williams
Chief Administration Officer
Her history includes years of experience working for 360 Degree Solutions, a social enterprise arm of The Weingart Center Association. She also serves on the administrative leadership team for Inglewood Community Church.
Chandra has a passion for helping people find their gifts and operate in their best capacity. Her desire is to utilize her gifts and creativity to assist the underprivileged to become a more positive contribution to their communities. She thrives on bringing a sense of joy and positive work ethic to any organization she is attached to.
When she is not working, she loves having fun with her husband and three sons. She also is a lover of art, lettering, languages and working with her church.
Karla Solis
Director of Compliance
Prior to CCM, Karla worked at Southern California Medical Center for nine years serving as a Clinical Manager, Billing and coding Manager and finally a Director of Compliance & QA/QI. Karla licensed as a vocational nurse and X-ray Technician. She also holds certifications as a Phlebotomy Technician, National Medical Assistant and CPR Instructor. Karla enjoys using her medical experience and knowledge of laws and regulations to help aid the disenfranchised community.
In her spare time, she enjoys spending time with her children and grandchildren.
Anne Carlé
Clinical Director
Anne oversees all clinical services at Christ-Centered Ministries and supports the agency’s dedication to Harm Reduction and Trauma-Informed Care. She specializes in trauma work and is trained in EMDR therapy. She also teaches MSW classes and has a private practice.
In her spare time, Anne likes to hike, travel, bake, read, cheer for the Packers, and spend time with her family.
Annie Redmond
